These are electric wires that work like small resistors. A very small amount of current flows in the wires which activates a switch that creates heat by increasing the temperature of the glass, reducing the difference between inside and outside.

Doing it yourself is not recommended because it could rather create other problems and cause that the requested amount becomes exorbitant.
